Hi,
On 19c on AIX
After installing APEX : apex_20.2.zip
the users:

ORDS_METADATA        
               
ORDS_PUBLIC_USER  

Do not exist.

Probably you are missing some steps.. Seems like that missing step is related with ORDS. Check the documentation about installing ORDS.
