Is there any Concurrent Program to Rebuild index?

No. I mean there are some concurrent programs for rebuilding some specific indexes. For instance; :concurrent request "Rebuild Help Search Index

But, I guess you are asking it in general, so the answer is no. But you can create one.. (btw I don't see a need for that)
