Is there any manager for Alert Notification Mail:

Please check it by querying fnd_concurrent_queues..

Check that service using OAM . Click the details and get the container name..
For Workflow mailer it is; "Workflow Mailer Service"

Use USER_CONCURRENT_QUEUE_NAME as the condition and see if you get any results..

Example for workflow mailer service :

 select * from  apps.fnd_concurrent_queues_tl where USER_CONCURRENT_QUEUE_NAME='Workflow Mailer Service';
