I was able to Resolve the Issue.


Issue Was related to the Environment File, After Making changes to Manually Created File, able to fix.

After Adding the Patch for SID -- export ORACLE_SID=TESTCDB1

Connection was established to the PDB and Autoconfig Completed Successfully. later on Fixed the UTL Issue as well.
