Our ebs database version is 19.17

Monitoring Performance Using Enterprise
Manager Database Express. We hope, this will be the URL to access Enterprise Manager:
<a href="https://database-hostname:portnumber/em">https://database-hostname:portnumber/em. What is the port here, where can we get it.

So you are asking about the default pot right?
It should be 5500 or 5501.. Just check the manual if you need further info on this.
