EBS Upgrade 12.2.12 character set issue

Dear Erman sir,

Hope you are doing well, we are planning to upgrade our EBS environment from 12.1.3 to 12.2.12 with 19c database.

We have completed first iteration and the users are started testing a new upgrade instance 12.2.12, almost 90% of the testing are completed but the issue are faced some custom reports output that are open with pdf format are showing Garbage characters report.

Make sure we are living in Saudi Arabia and we have Arabic nls characterset , We have raised a SR to Oracle and they found that our NLS_characterset are AR8ISO8859P6  and it is not supported in 12.2.12 instance but still oracle are working to fix the issue. our database characterset are AL16UTF16

If we are not find any solution, Shall we go for changing a characterset in database level , what is the impact for changing the characterset , is it impact for third party integration.

Can you please send me the steps how to change a character set in 19c database.
