we have a requirement to create DB link from oracle to MYSQL server using freeware,can you please provide us the steps if you have any or any ideas

As far as I know, as long as you have an RDBMS license then you do not need a separate license for DG4ODBC..

Still get approval of your Oracle Sales representative for that.
