This may be a Port Scanner, or a Load Balancer health check hitting the Oracle or application ports.
It confuses the listener, causing it to drop the connection attempt...
This may be the case. But I m not sure.. Review with your Sys admin and Oracle Database admin for getting more clues about the source / client ip of the faulty listener traffic.
So check alert log, listener log, AIX logs... But it may be due to an unrelated client hitting listener port unexpectedly.
