PO approval issues

There are no po notifications for particular user.It is showing empty, this is recently cloned instance and we

disabled the workflow after cloning.

1. Is this issue only for an user or affects any of them.
2. Is the user logging in with the same username that he/or she uses in PROD?
3. Did you run "Synchronize WF LOCAL Tables" concurrent program for ALL originating systems?
4. Any other customization enabled in your EBS? Any  security enablement (GRC,PCG etc) in your EBS that may cause this issue?
5. Please send me so that I can see the situation.
