Hi,
On R12.2.9 DB c19(Doc ID 972261.1)
Should Patch 21916712:R12.AP.C be applied as hot patch?

It seems that it has a pre requisite:

R12.2.x:  Apply Patch 19510435:R12.AP.C to get the RCA code fix required for this data fix

Should this pre requisit applied as normal adop apply mode or hot patch mode?

 You are on 12.2 , so you need to apply the patch 21916712:R12.AP.C by following the MOS document named -> "Oracle Payables - GDFs (Datafix patches) application on ADOP enabled instances [12.2.X] (Doc ID 1582525.1)".. Please follow the note, it will make you apply the patch using the hotpatch option of adop. There are other tasks documented there.. other tasks that need to be performed in 12.2 instances.

There are no specific instructions for 19510435. So you should apply it clasically/using the online patching cycle in EBS 12.2.
