We are aware that  We can restart a cutover phase.Similarly can we restart a prepare phase if it fails in the middle.

Yes. You can rerun it :)
If you are talking about the restart parameter, which is used for restarting a failed patch from where it left off; my answer is "it can only be used for the apply phase"
