the problem was solved like this:
To implement the solution, please execute the following steps:
1. Download the latest infobundle from
https://updates.oracle.com/download/InfoBundleR12.zip and copy it to staging directory on the Application Tier.
2. From the Patch Wizard, run the "Create Recommendation analysis" / Task "Recommended patches".
The first time this is run, it will take time to complete as it needs to upload the information to the tables. This Task will upload Patch info bundle to the database.
3. Retest the issue (see if "Analyze specific patch" button is Enabled now)
