Regenerate Jar Files. Services should be up or down

I need to force re generate jar files. should the services be down when we run this or it can be run while the application services are up and running.

Please update.

Using adadmin utility, one can generate jar files...

Before generating the jar files, adadmin asks the question  Do you wish to force generation of all jar files?

The possible answers and explanations of the answers are below;

Do you wish to force generation of all jar files?
No -> Only files that are missing or out of date will be generated.
Yes -> All files are regenerated. This option updates all jar files.

And yes, restart the application tier.
