Upgrade of EBS R12.1.3 to R12.2

Hi

we have environment which is on EBS 12.1.3 with 12c database

so we are planning to upgrade both ebs12.1.3 to 12.2 and database to 19c.

which one is the best option to go with

EBS upgrade to 12.2.8 from 12.1.3 and then database upgrade from 12c to 19c

OR

Database upgrade to 19c with EBS 12.1.3 and then EBS to 12.2.8

In your case, it is a matter of choice actually.
You didn't tell me the DB version.. I don't know if you have extended support or not..
But! I would upgrade DB to 19C first..
Alternatively, if you have enough resources (I mean, resources/teams to test everything aggresively) and if you believe that you can run all upgrade operations together, then you can do both DB 19C and EBS 12.2 upgrades in one go, in one downtime (maybe a longer one compared to the downtime you will have when doing only the 19C upgrade)..
There are customer doing EBS 12.2 and 19C upgrades in one go.. Ofcourse it is more risky and it is harder.. But, you may still consider it.

You should do your tests properly.(you should also test EBS performance.. reporting, concurrent programs, forms , screen navigation and everything..)
