XLAACCPB: Create Accounting issue

we are facing the coming issue on XLAACCPB: Create Accounting with the following error message in the request logfile:

You have "ORA-20100: ORA-20100: Impossible to create file" there.
Check the filesystem.. (permissions and space)

a similar MOS Note -> OFA Create Accounting Error ORA-20001 or ORA-20100 (Doc ID 1516185.1)

Same in DB Tier

Okay. I found a more similar case..  The error stack is almost the same --> please follow the MOS note : CSTCRACC - Create Accounting - Cost Management Completes With Errors: java.sql.SQLException, ORA-20001, XLA-95103 (Doc ID 1252703.1)

The issue is solved by creating directory in both DB servers of the RAC (applptmp).
