No.. there is no need to shutdown the services for changing password of application users like sysadmin.
It is required for changing APPS, APPLSYS, and APPS_NE password.
There is no info about any restrictions for changing apps password whilr an online patch cycle is open.
But, the following statement gives us hope -> ADOP will invoke EBS Domain Configuration to ensure that the WLS datasource on the patch file system will be synchronized with the new APPS password.
Even so, I don't recommend changing APPS, APPLSYS, and APPS_NE password during a patching cycle simply because you may lose the changes during cutover... But! you can test it... Again, I don't recommend it.
Normally tools like adadmin even prevent you doing such things during a patching cycle..( ERROR: Patching cycle in progress - run this utility from patch file system. You can only run it from run file system when not patching.)

adadmin can not be run from the run env/edition for sure -> 12.2: Running Maintenance Procedures During An Open Online Patching Cycle (Doc ID 1580108.1)
For functionalities, check -> 12.2: Functionality Disabled During An Online Patching Cycle (ADZDPATCH) (Doc ID 1586609.1)
Note that "no product functionality will be disabled when an online patching cycle is active, users will remain unaffected while performing their daily tasks."
Also note that "you can'y run a concurrent program that is incompatible with ADZDPATCH concurrent program during an online patching cycle" -- remember -> During the prepare phase the ADZDPATCH concurrent program run..
Apart from this, you will evaluate the restrictions/limitation one by one according to the action you want to do... You may even create a SR to ask it to Oracle Support, because there may be undocumented things, as we see in this apps password change subject..
