The pack and unpack scripts are not copying for weblogic binaries. as said in the documentation they are for creating weblogic domains and templates from the command lines.
So if you are using pack&unpack, you have to install the binaries.
movement scripts; however, enable you to copy a Middleware home and the Oracle homes and Oracle WebLogic Server domains, as well as the configuration of certain Oracle Fusion Middleware components, such as Oracle SOA Suite, Oracle HTTP Server, Oracle Internet Directory, and Oracle Virtual Directory.
