I am getting an error when apply Translation Synchronization patch for turkish

Check if the patch 15900214 is applied?
IF not:

Download and review the readme of Patch 15900214 before application.

Apply Patch 15900214 and then run a new patch cycle using adop prepare or fs_clone so patch and run filesystems are synchronized.

Re-run adop to apply failing patches

I think there is a problem in your dual filesystem.
You applied the patch 15900214 ok, but maybe there is an fs_clone missing.
Please abort your current problematic patch cycle.
Make an fs_clone, and then retry the operation with a new patch cycle
