This is not my expertise.
But, I can say you that, you either purchase licenses by cpu or by user count(named user plus)

I can suggest you to read -> http://ermanarslan.blogspot.com.tr/2017/01/oda-quick-tip-for-cpu-vcpu-counts-named.html

You can also read more on licensing here -> http://www.oracle.com/us/corporate/pricing/databaselicensing-070584.pdf

Thanks for update erman.

Could you plz clarify what exactly the terms indicates

What is ODA X4 HA machine in below summary

Total VCPU per  ODA node is 24x2 VCPU = "48 VCPU"

Total VCPU of an ODA X4 HA machine is = "96 VCPU "

What does 4 -way box mean?
Per processor means per physical CPU?

The Enterprise Edition requires a minimum of 25 Named User Plus per Processor licenses or the total number of actual users, whichever is greater. Example: A customer who wants to license the Database Enterprise Edition on a 4-way box will be required to license a minimum of 4 processors * 25 Named User Plus, which is equal to 100 Named User Plus.

VCPU is actually a thread.
as HT is enabled. We multiply the core count with 2 and find the VCPU count.
