s_instLocalListener and s_instRemoteListener

Why these parameters are exactly required?

s_instLocalListener
"s_instRemoteListener"

What happens if we dont set these in RAC

When you run autoconfig, it reads values from these parameter and generates entries for local and remote listeners.

So this is applicable for RAC .. Local listener of the RAC is written in s_instLocalListener and the remote listener, also known as the scan listener, is written in ts_instRemoteListener.

So if these are not  setup properly, you may encounter connection issues after running an autoconfig.
