sysadmin cannot connect

Hi,
On R12.2.9, DB 19c
Sysadmin cannot connect:



I changed his password
FNDCPASS apps/xxx  0 Y system/*** USER sysadmin *****
+----------------------------------------------------------------------------+
Working...
Password is changed successfully for user sysadmin.
FNDCPASS completed successfully.

+---------------------------------------------------------------------------+          
But problem perssiste and sysadmin cannot connect.

Any help please?

-Is ther any query to verify its account status?
-Is there any script, query to create another fnd user and try to connect with?
