We are currently upgrading from EBS 12.1.3 - 11.2.0.4 to 12.2.10 - 19.12 :) So, I know what you are talking about :) that pressure I mean.
It is a complex work..
My suggestion is as follows;
Upgrade 19C in one downtime.. Then work with 19C for 1 month or something, and then upgrade to 12.2.11.
12.2.11 is so new, so you can wait a little bit..
Being in 19C; on the other hand, is important.
And yes I have customers already on 19C.. Watch out for performance issues! I have a couple of blog posts about the issues on EBS-- 19C environments.
One more thing; internalize the CDB-PDB administration before upgrading to 19C.. That pluggable database thing make the things even more complex if you don't know the idea behind..
Note that, these things can be done in one go.. But as you say, DBA will be in pressure.. Timing / being in the downtime limits is important.. ACtually,you re lucky, as you are already on 12.2, so you may choose the one-go method. Still, I suggest seperating these tasks and the required downtimes. (and required tests of course)
