This is a client side issue. (clients can not open forms on EBS 11i)
Do you have java installed on client? (For instance 1.8.0_51)
Is it the only java installed in the cient?
what do you see when you test your java using a web browser? (on the problematic client -> https://www.java.com/en/download/uninstalltool.jsp)
