That may be caused by the SQLNET.ALLOWED_LOGON_VERSION (SQLNET.ALLOWED_LOGON_VERSION_SERVER & SQLNET.ALLOWED_LOGON_VERSION_CLIENT) setting.. Please check the sqlnet.ora for this.
