performance issue in r12.1.3

Dear Erman sir,

Hope you are fine there , for past few days we have a performance issue in our ebs server. we have 2 node environment , application are in Virtual machine while database is ODA bare metal.

We have r12.1.3 with 19c database (19.10) , We found a issue especially in the morning 09 a.m to 12 p.m.

Issues are

a) In apps side , cpu utilization are very high and touch more than 90 %.

b) Concurrent jobs are very slow especially custom concurrent manager are stop working.

Kindly help me to solve this issue, please check the attachment.
