You say "DB became slow", but you didn't mention it in the SR.
And according to the what I have read on that SR (and the related MOS document), the issue seems related with the DB. I mean those TNS-1189 errors (which is the issue that you reported in SR) are related with the DB server and listener configuration. So, got the check it on the DB server..
But!, it may also be related with the EM agent.. It needs to be checked from all the perspectives..
See the following common causes for TNS-1189 ;
The user is running a version of LSNRCTL that is lower than the version of the listener.
The user is attempting to administer the listener from a remote node.
The listener could not obtain the system resources needed to perform the authentication.
The local network connection between the listener and LSNRCTL was terminated unexpectedly during authentication message exchange, such as if LSNRCTL program was suddenly aborted.
The communication between the listener and LSNRCTL is being intercepted by a malicious user.
The software that the user is running is not following the authentication protocol, indicating a malicious user.
The listener is running under the GRID user and the 'oracle' user does not have permission to administer.
Typically the result of an incorrect $ORACLE_HOME setting for the user running LSNRCTL.
