ORA-12505 is a different thing. TNS-1189 is different, "Cause: newSocket: Couldn't connect to (download.oracle.com/104.95.180.83, 443" is different.. The latter is pure java and EM conf related( How to Set Preferred Credentials for My Oracle Support in Enterprise Manager12c Cloud Control (Doc ID 1371796.1)) and it is related with web connection. That one is related with self update probably (online mode), you can disable that feature(If you don't use it..) . I think, that error will be dissapeared when you do that. The other former ones are related with SQLnet, but they are different. The latter may be emergent, but currently seems unrelated.
Your issue is TNS-1189 right. Check the listener log.. What does it tell you about it?
