No. It seems you have permission problems.
Change the permissions of the patch directory before applying this patch.
Make the owner of the directories application owner for ex: applmgr, and retry.  
USe chown and chmod to organize the permissions.

I guess the patch owner is root in your situation. It should be applmgr account
