That list you provide consists of concurrent managers. Your concurrent managing engine is started, but some of the managers can not be started. (according to your output)
Check the logs of the managers you cannot restart. ( Internal manager + logs of those specific managers)
You can start specific concurrent managers using the Concurrent Manager Administration Form. There are buttons there.. (start, restart etc..)

Other than that, as far as I see, all your main EBS services are already started ->
