When did this start to happen? After an upgrade, cloning maybe? What kind of SSO are you talking about? Custom or Standard (OAM + OID based solution..) You didn't provide any background info, and that makes things hard.

Anyways;
**This may be related to lots of thing.. But a problem with oacore is an important candidate to be the cause for these types of issues.  I mean there may be some oacore-related deployment problems.
Because you try to access Applogin which is an EBS page, and you get http 404..

Use FMW Console check the "deployments" to confirm the "oacore" application is at status "Active" and Health is "OK".
