Questions about Oracle EBS on Azure

Hello Erman, I have some doubts/queries about moving EBS (12.2.10, 19c, RHEL, with some Java based custom apps integrated with the EBS DB) to Azure Cloud. Is it true that only EBS on Azure is certified by Oracle and the db has to be on OCI?

But there are third parties (organizations) which provide DBaaS for Oracle db on Azure. But if we take their service, then does it mean that for any database related issue we will have to depend upon them entirely, because as it is not certified by Oracle, Oracle will not provide support?
But of we do not take their service, then we cannot have our db on Azure, because in that case there will be nowhere to go to if there is any issue which we cannot resolve ourself. Is this correct?
If that is true, then is there any advantage in having the DBaaS service of these third party orgs?
