Apply Patch 24701882: OJVM - DSTV28 UPDATE OCT 2016 - TZDATA2016G , and retry.

If your issue persists,

Upgrade your Repository db to 11.2.0.4 and apply  Patch 24701840: RDBMS - DSTV28 UPDATE OCT 2016 - TZDATA2016G.

or 

Open an SR and request to get 11.2.0.3 version of Patch 24701840: RDBMS

Note that, 11.2.0.3 is no longer considered an up-to-date version for the RDBMS.

i didnt see 11.2.0.3.0 version  for  Patch 24701840: RDBMS - DSTV28 UPDATE OCT 2016 - TZDATA2016G
