Aha.. Your env is windows. again an OS layer thing, as you see...

I installed oracle 11g in windows 2008,

The server was shutdown by system admin  gays,so after restart  server here some oracle services

was not restarted like.

1-oracle vss writer service

2-oracle DBConsoled

3-Oracle MTRecovery service

4.Oracle Service DWHSIG

so After i started these services now it work normal.
