An Update on the matter: Because I have run the prior command with nopromptmsg I couldnt enter the credentials correctly. But now I have ran the adadminsrvctl and successfully started it.

After that I ran adop phase=prepare command however it failed because we have started adadminsrvctl and it occupied some ports therefore validations have failed.
