concurrent Issue

i was trying to connect with sql developer but getting error "ORA-12541 TNS:No listener '
i had re-link the TNS then run ./adalnctl.sh then my problem was resolved but after that the application server got very slow ..forms are taking so much time to open and concurrent manger is not even complete any request All requests are on stand by position .
i have clean all cashes  and run auto-config but still on same position
please advice me
