*It seems yoh have application and database in the same server
*You dont have any load on your server at all.

1)Are your concurrent processes running? (Login to EBS, choose system administrator > choose concurrent>Manager>Administer and send me the screenshot ... I want to see the ACTUAL and TARGET values of your Concurrent processes
2)Send me the awr report as I have mentioned in my previous update
3)Send me the internal manager and standart manager's log files.
