Anyways, let's delete that 11.2.0.3 Oracle Home properly and reinstall it.
While reinstalling, ensure your env is empty (in terms of oracle related environment variables.. No setting like LD_LIBRARY_PATH or ORACLE_HOME or any related thing should be there.)

Let's see if you will get the same error during the installation.

We can also do a remote session, I want to review this issue by connecting to your server.
