Okay.. then this issue is a generic compilation issue.
Your code is the same both in run fs and patch fs.
Your db objects are the same and they seem valid.

Then we should concantrate on the generic part of the error message. I mean -> "cannot load library unit"

Let's do the following and update me

1)Connect to the database patch edition using ebs_patch service name (with apps user)
2)Recompile (even if they are valid), APPS.INV_MGD_MVT_DATA_STR and APPS.INV_MGD_MVT_STATS_PVT.  Then ensure if they are valid after your recompilation.
3)Re-execute adop apply
