As the name of this file suggest, this file is used by EBS.
We have weblogic in EBS right? forms web services are hosted weblogic right? We have a weblogic managed server for forms, as you know.
So, some of the configuration parameters of this forms server/service are read through this file.

Check the file contents and you will see what I mean.
