Workflow Agent Listener Service is not starting - State is terminating

Hi !

We have cloned production to one of our development servers. Everything is fine except workflow agent listener service which doesn't get started.

Usually, we disable workflow mailer notifications and all email addresses after cloning, so that we can start and use Workflow Agent Listener Service for business events.

Please advise.
