ODA is an engineered system and it is recommended tou apply one ODA Patch that includes all the components. (Firmware, OS, Grid Infrastructure and the database).

There is a specific note for ODA releases. You should review it - > Oracle Database Appliance - 18.1, 12.X, and 2.X Supported ODA Versions & Known Issues (Doc ID 888888.1).. You ll see ODA bundle patches there.

Also, it is allowed to apply patches/PSUs to DBs running on ODA.(I personally think it is not recommended but still allowed) So if you decided to go this way, than yes you are right -> 12.1.0.2.180116 is the latest for 12.1.0.2 (RDBMS & GRID Version)
