running ad administration task utility

Hi Erman,

i would like to ask you about adadmin utility.
when i want to relink the executables, regenerate forms, pl/sql libraries do i need to shutdown the application tier? or i can using adadmin when all (application tier & database tier) is up?
SR suggest this action base on my issue from work in Process form slow responses and take more than 10 sec to open it.
i'm using oracle ebs r12 on solaris 10
