I have tried on production:

SQL> alter database disable thread 2;

alter database disable thread 2
*
ERROR at line 1:
ORA-01615: instance CI2 (thread 2) is mounted - cannot disable


SQL> SQL> alter database enable public thread 2;

alter database enable public thread 2
*
ERROR at line 1:
ORA-01612: instance CI2 (thread 2) is already enabled
