I guess you already defined this application..
What do you have in fnd_applications_tl table? You should see a row already defined for you application.
This is EBS 12.2 right?

what is the output of the following query?

select application_id,şanguage,application_name,zd_edition_name FROM "APPLSYS"."FND_APPLICATION_TL" where application_id='50202'
