Check your browser's configuration. Ensure there is no browser configuration that may block you from opening/seeing that PDFs.

Ensure that the output that you are trying to open is a real one.. That is you can't open an empty file.. I mean if your concurrent request is not producing an output, then you can't open it.. this is normal..
