Did you set the profile?
If you have set it; Delete the Browser and Apache Cache. Restart the Apache and  RETEST

If the issue persists;

1. Run the Security List Maintenance concurrent program from the System Administrator responsibility
2 . While running the program be sure to choose the right parameters.Like 'Generate List for'
parameter must have a value which depends upon the kind of security profile you are
running. If your security profile is global you need to choose 'All Global
Security Profile' from the lov. For non-global choose All Security Profiles.

3. Bounce the apache and RETEST
