Hmmm.. Probably, it is a special case.. (Like the service name is set to "ebs_patch" for the Patch edition tns entry)

Interesting.. so you probably want it to be set to EBSDBA, right?

This may be related with the CDB and PDB..
What are your CDB SID and PDB SID?
