You need  12.1.3 with the October 2020 CPU. After applying the CPU, you must manually enable the feature. (
Check  -> Secure Configuration Guide for Oracle E-Business Suite Release 12.1;
Section named : "CONFIGURE ALLOWED RESOURCES";
"How to Use the Allowed Resources Feature" inside that section..
