Good.. That is documented -> Executing Punchout Gives Error Uncacceptable URL for sendRedirect (Doc ID 2126400.1)

Fix is address by 2 patches ->  Patch 22646281 - MERGE LABEL REQUEST ON TOP OF 10.1.3.5.0 FOR BUGS 20034700 22017845

Patch 22017845 - UNACCEPTABLE URL FOR SENDREDIRECT : JAVA.LANG.STRINGINDEXOUTOFBOUNDSEXCEPTION

There is also a workaround given in above document..
