seems like these patches need to be merged. so raise a request to oracle
If a merge of the new patch (22017845) and the conflicting patch(es)
22646281, is required, contact Oracle Support Services and request
a Merged patch.
after just applying the 22017845 i am unbale to get the login page of apps
